Craigavon Borough Council is implementing a number of regeneration initiatives in the Borough. These economic, social, physical and environmental improvements will enhance the quality of life for our citizens and grow our local economy.
Council is working in Partnership with Government agencies, investors and the private sector to realize these initiatives.
CRAIGAVON INTEGRATED DEVELOPMENT FRAMEWORK
The purpose of the CIDF is to guide how the three town centres of Central Craigavon, Lurgan and Portadown will develop over the next 20 years.
The plan presents a vision and details a master plan which will serve as a framework for the ongoing regeneration of the 3 centres

Current regeneration projects and initiatives include:
1. Lurgan Public Realm Phase II- Council, in partnership with DSD, are carrying out a second phase of public realm works in Lurgan including High Street to Malcolm Road, as well as William Street and Edward Street. This £1.95m project follows the completion of a programme of improvements in Portadown and the first phase of work in Lurgan, and will include new surfaces, lighting, street furniture and landscaping of a quality consistent with that in the completed area around Market Street and Church Place.
Key milestones for the work include:
- Preparation & review of Design information (Complete June 2012)
- Appointment of contractor & Pre-construction design (Complete August 2012)
- Construction Phase (Commence September 2012 / Complete May 2013)
2. Public Art- Council have secured artwork by Maurice Harron to be installed in Lurgan and Portadown. The location of the works will be determined and the pieces installed during 2012.
3. South Lake Masterplan- Council are undertaking a review of lands around the South Lake in Central Craigavon, assessing development capacity and feasibility of potential land uses. It is hoped that the development of an outstanding leisure facility in the area will serve as a driver for the introduction of a range of complementary uses.
4. Accelerated Development Zone / Tax Incremental Financing Viability Study
Council are working with DSD to explore the feasibility of a number of innovative approaches to funding regeneration within the Borough. Among these is the concept of Tax Incremental Financing (TIF), which enables borrowing to fund infrastructure that releases development opportunities, the additional rates generated by this development would then be used to service the debt. Such approaches have been used in Scotland and England with some success, and Council are hopeful that a case can be made to pilot such an approach in Craigavon.
5. Castle Lane Opportunity Site- An area between Castle Lane and Windsor Avenue (to the rear of Market Street) identified as having considerable latent development potential. Council and DSD are exploring feasibility prior to issuing a development brief.
6. People’s Park & Tunnel- Subject of a major funding application this is a major ‘shared space’ initiative that would regenerate a significant recreational and community asset in Portadown, encouraging a range of leisure, tourism and events activity.
7. Meanwhile Space- The innovative ‘Meanwhile Space’ project promotes the availability of vacant shops in Lurgan and Portadown for interim use while they are seeking a permanent tenant.
8. Old Town Quay (Portadown)- Council have submitted a funding proposal to implement a scheme that would lead to the redevelopment of a highly accessible edge-of-town centre link to the River Bann, opening up a range of recreational and tourism opportunities.
9. Lurgan Re-Store- Funded by DSD, this initiative aims to revitalise the business and retail heart of Lurgan through the delivery of a range of physical improvements and marketing initiatives.
10. Portadown Revitalisation- Funded by DSD (£150,000), this project will implement measures such as vacancy reduction programmes, physical improvements to properties and coordinated marketing initiatives and events.
11. Craigavon Welcome Way- This programme focuses on orientation in the Borough, and includes entrance features to our market towns, nameplate signs, information points and environmental improvements on key roundabouts in the Borough.
12. Southern Loughshore Way- An environmental improvement scheme to include signage, interpretation and visitor amenities.
13. Village Plans
The village plans project has recently produced integrated village plans for 7 clusters of settlements. The plans identify a series of actions for each of the areas which were developed with the local community. There are now plans to commission further plans for additional settlements.
