Under The Litter (Northern Ireland) Order 1994, it is an offence if you fail to clean up fouling left by your dog or a dog under your control in a public place. You can report an offender by contacting us. Alternatively you can report the offence by telephone on 028 3831 2538 When reporting an offence you will be required to provide the date, time and location of the offence, type and colour of dog and name and address of the dog owner.

If you wish to report an area with dog fouling which needs cleaned up, please contact our Street Cleansing section on 028 3833 9031.

If a dog fouls in your garden, that is a private matter between the householder and the dog owner. The legislation does not cover offences committed on private property. If a dog is straying unattended you can report it to the Dog Warden on 028 38 31 2400.


FIXED PENALTY NOTICES

 

Craigavon Borough Council operates a ‘zero tolerance’ policy in relation to all  dog fouling offences detected. A person detected permitting their dog to foul will receive a £50 Fixed Penalty fine on the spot or by post.

Upon receiving a Fixed Penalty Notice the person has fourteen days to pay. The fine can be paid by post, by sending a cheque or Postal Order, made payable to Craigavon Borough Council, and sent to Craigavon Civic and Conference Centre, Lakeview Road, Craigavon, BT64 1AL. Payment can also be made in person at the address on the Notice, by cheque, postal order, cash or credit card. Credit card payments can also be accepted by telephoning 028 3831 2538.

Failure to pay a Fixed Penalty fine will result in a court summons being issued. Conviction in court for this offence carries a criminal record and a penalty up to a maximum of £500.

 

Appeals

If you want to appeal the Fixed Penalty fine you need to:

  • Write to us within two weeks of the fine being issued.
  • Quote the fixed penalty reference number
  • State the reason(s) for your appeal
  • Send it to us at the address below

We will review your case if you believe a mistake has been made.

A decision will be made and if successful you will not be required to pay the fine.

However, if you are unsuccessful you must pay the fine immediately.
